Who is MISC?
A committee which links industry, regulators and educational and trainman institutions with the objective to align and meet the demand of industries with the right supply, at the right time.
The establishment of the MISC
The Manpower Industry Steering Committee (MISC) was established under the Manpower Planning and
Employment Council (MPEC) at the Prime Minister’s Office. The establishment of the committee
supports the MPEC’s vision to have an effective manpower planning that is aligned to employability
and employment, by focusing on gainful and sustainable jobs towards reducing unemployment in Brunei
Darussalam.
The committee acts as an advisory and steering body that links industry, regulators and educational
and training institutions with the objective to align and meet the demand of industries with the
right supply, at the right time. Moreover, the committee also serves as a support for the academic
and training institutions to review their curriculum and coordinate accordingly. The three (3)
components that makes up the MISC are as follows:

Approve standards and accredits programs and courts that is endorsed by the Manpower Industry Steering Committee

Competence-based qualification developed by industry's subject matter experts and the IBTE competence and assessment development technical test. iSkill programme is specific to augment the employability gap in the Oil & Gas sector as it prescribes a higher level of skill-based competence assessment. This emphasizes practical and real work exposure to the industry.

Skill standards and assessments specifications are retrospectively mapped to a recognised international standard equivalence, emphasis on training delivery and assessment methodology. Development of these qualifications is vetted through a skills consultant and the efficiency to be monitored by MISC WG Energy.

Dual TVET Programme
The Dual TVET Programme is a collab between MISC Construction, MPEC, MOD and IBTE in creating a programme that will increase employability and marketability of locals in the Construction Industry by allowing the students to undergo theoretical training while getting on-the-job training with the industry. .

Construction Industry Jobmarketplace
The Construction Industry Job marketplace is an event held periodically by the MISC Construction with the aim to provide graduates and jobseekers the opportunity to interact with potential employers in the construction industry. MISC-WG Hospitality & Tourism
Basic Local Host Tourist Guide Course is a program under the Manpower Industry Steering Committee (MISC) Hospitality & Tourism sector by the Manpower Planning and Employment Council (MPEC), Prime Minister’s Office, supported by the Ministry of Primary Resources & Tourism and Lifelong Learning Centre (L3C), Ministry of Education. It provides funding assistance to locals residing at tourist attraction areas to reskill & upskill themselves by taking tourist guide courses.
Note: Course commencement to be determined due to the 2nd outbreak of COVID-19 in Brunei. Initially to commence from 7th September 2021 to 20th September 2021.

MISC-WG ICT
1. Brunei ICT Competency Framework (BIICF)
MISC-WG ICT in Nov 2020 endorsed 6 job roles (IT Technician, Telecom Network Engineer,
Applications Developer, Digital Marketing Executive, Project Coordinator and Data
Analyst).
For each of the identified critical occupation, the BIICF Working Group has developed the
competencies for the each of the identified critical occupations, including detailed job
description for each identified job role, critical work functions, technical and core
competencies, minimum requirement, and relevant trainings required to perform the required
tasks
BIICF Working Group has drafted a total of 14 job roles (IT System Engineer, IT Network
Engineer, Telecom Network Engineer, Network Team Lead, Solutions Architect, Market Analyst,
Data Entry, Data Manager, Project Manager Associate Security Analyst, Cyber Risk Analyst,
Security Engineer, Data Engineer and Data Scientist)

2. ICT Manpower Survey
The ICT Manpower Survey is to obtain regular demand data on the current state of the national ICT manpower in Brunei Darussalam and to identify key trends and requirements going forward, along with MISC – WG ICT Stakeholder Engagements.

3. Interview Clinic for ICT Jobseekers
Companies representing MISC-WG ICT to hold and conduct talks, workshops, clinics and sharing
session to assist and train jobseekers on tips and techniques to answer technical questions
during a job interview session.
Previous interview clinic held on 16-18 Feb at JobCentre Brunei in collaboration with UNN,
Progresif, Imagine, Dynamik Technologies, Yi Ecomodern Solutions Sdn Bhd, Grominda and
NextaCloud as the facilitators. 23 attended (out of 35 RSVP) of which 65% are jobseekers.

4. Coding for Unemployed Youth (Coding.BN)
Coding.bn is a six months programme to train and equip youth jobseekers with in-demand
programming skills by the industry which will start from March to September 2021.
Aim to train and equip youth jobseekers (minimum HND in ICT related field) with in-demand
programming skills by the industry.
60 out of 162 applicants were selected to participate in Coding.Bn training.
24 companies/organisations are hosting the apprenticeship till Sept/Oct 2021 and provide
employment opportunities upon completion of the participants’ apprenticeship.

About SkillsPlus:
SkillsPlus is on initiative under the Learn and Grow Program by the Manpower Planning and Employment Council (MPEC), Prime Minister’s Office, supported by the Lifelong Learning Centre (L3C) that provided funding assistance to local jobseekers and local employees in the private sector including freelance workers to reskill & upskill themselves by taking courses that are less than 1 year offered in the L3C portal.

SPIN in Accountancy
SPIN in accountancy is an initiative under the Learn and Grow Program by the Manpower Planning and Employment Council (MPEC), Prime Minister’s Office supported by the Ministry of Finance and Economy and the Brunei Daruaasalam Institute of Certified Public Accountants (BICPA). It provides funding assistance to local jobseekers and local employees including i-Ready in the private sector who meets the program requirements to acquire professional certification in accounting and finance specifically Foundation in Accountancy (FIA), Certified Accounting Technician (CAT) and Association of Chartered Certified Accountants (ACCA).
Benefits of the Program
Objective
- To enable locals to pursue professional certification in auditing, accounting and finance;
- To bridge the skills gap between supply and demand in auditing, accounting and finance;
- To create a pool of local professionals in auditing, accounting and finance in order to:
- Increase localisation in these areas;
- To sufficiently provide financial services particularly MSMEs.

What is I-Ready?
I-Ready is an apprentice program opened to local jobseekers holding a qualification of First Degree
and above, Diploma (Level5) and TVET (Level 2-4)
Effective 1st of April 2020, new apprentices will undergo the apprenticeship for a duration of 18
months only.

- Apprentices will be assigned a coach and/or mentor. A 1: 3 ratio is applied for coach to apprentice
- Every apprentice’s progress/performance will be monitored and assessed every 6 months through the i-Ready Performance Assessment and Development Plan (PADP), which is required to be submitted every 6 months throughout the apprenticeship.
- JCB will conduct i-Ready Site Visit to companies and i-Ready apprentice(s) to follow up on their performances and development.
- At any time during the 18 months duration, the apprentice may be assessed for permanent employment. Companies are encouraged to employ apprentices as soon as they can.
- In the event that an apprentice is offered employment within the same organization, the apprentice will not be subjected to further probationary period, as the program will have already served this purpose.

Preassingment
Screen all applicant and shortlist candidate. Company to consider re-skilling
opportunities; contribute towards building new expertise.
Conduct i-Ready interviews using the i-Ready interview guidelines and structured
interview assessments as provided by JCB.
Upon finalization of interviews, submit i-Ready interview assessments to JCB.
Prepare i-Ready contract signing details using the template provided by JCB, once a
successful apprentice has been identified.
During Assignment
To onboard the apprentice(s) and to be clear on the tasks and targets and the
development program
To assign a coach and/or mentor to the apprentice.
To submit I-Ready Payroll Attendance Sheet every end of the month/first week of the
following month to iready.finance@jpm.gov.bn
