What is Manpower Planning Employment Council?
The Manpower Planning and Employment Council (MPEC), a council under the Prime Minister's Office was established in November 2019. The Objective of the council is to address unemployment related issues in Brunei Darussalam, effectively and efficiently. The vision of the MPEC is to ensure effective manpower planning with alignment to employability, focusing on gainful and sustainable employment.

The Chairman of the MPEC is Yang Berhormat Dato Seri Setia Dr. Awang Haji Mohd Amin Liew bin Abdullah, Minister at the Prime Minister's Office and Minister of Finance and Economy II, with members consisting of six ministers namely, the Minister of Home Affairs, Minister of Education, Minister of Primary Resources and Tourism, Minister of Development, Minister of Culture Youth and Sports and Minister of Transport and Infocommunications.

What are the key focus areas under the MPEC Strategic plan?
The MPEC strategic plan covers the main pillars: Supply (Manpower Supply), Demand (Job Opportunities and Employment) and Enablers . The supply pillar involves close collaboration with the Education sector to ensure education and training institutions, including local universities and technical and vocational institutions, are producing skilled human capital who are able to meet the needs of the industry and economy. Whereas the demand pillar focuses on identifying job opportunities, employment and close partnership with industry players.

The Enablers pillar are critical deliverables towards closing the gap between supply and demand. From these three pillars, the scope has expanded to nine focus areas and 31 key deliverables.

Under the Supply pillar, the Focus Areas are:
  1. Focus Area S1: Provide highly skilled human capital needed by industries.
  2. Focus Area S2: Develop Resilient Workforce with Industry Ready Mindset and Work Ethics
  3. Focus Area S3: Upgrading SKills and Competencies (Upskilling & Reskilling)
Under the Demand pillar, the Focus Areas are:
  1. Focus Area D1: Review and Develop Labour Policies and Processes
  2. Focus Area D2: Engagement and Collaboration with Industries
  3. Focus Area D3: Economic Growth
Under the Enabler pillar, the Focus Areas are:

Is the MPEC under the Prime Minister's Office?

Yes. As of November 2019, the Manpower Planning Council (MPC), formerly under the Ministry of Energy, was changed to the Manpower Planning and Employment Council (MPEC) and moved under the Prime Minister's Office.

How is JobCentre Brunei (JCB) affiliated with the Manpower Planning and Employment Council (MPEC)

Jobcentre Brunei (JCB) is a subsidiary under the Manpower Planning and Employment Council (MPEC) Secretariat that is formed to be a "One Stop Career Centre" where local jobseekers may utilize available services to help improve their employability and marketability in the job market. The JCB aspires to promote the development, competitiveness, inclusiveness, and employability of all levels of the local workforce. It is also set up to facilitate the job matching process for local job seekers and to provide support to companies in their efforts to search for local talent.

The current services offered by JCB include:
  • Information centre of current vacancies in the market and an avenue for job applications - a comprehensive naitonal recruitment portal (www.jobcentrebrunei.gov.bn)
  • Proactive job matching services
  • Career consultation on potential opportunities
  • A selection of upskilling and reskilling programs
  • Conducting various Outreach Programs such as the Mukim Connect Outreach which is previously known as District Connect that was introduced in 2018, Instituion Outreach and recruitment Drive events and participation throughout the years; and
  • Additional services to increase the employability of job seekers such as CV writing tips and interview skills clinic.

JCB is also the implementer of the I-Ready Apprenticeship Program.

What are the MPEC initiatives to reduce unemployment

The MPEC has introduced several initiatives and programs that provide capacity building through reskilling and upskilling and equip locals with skills that are aligned with industry needs, with the aim to increase the marketability and employability of our locals.

Some of the initiatives are as follows:

i. Manpower Industry Steering Committee (MISC)
The MISC has been setup under the MPEC as a platform for collaborative partnership between various industries, regulators as well as education and training institutions in ensuring alignment to the respective sectoral manpower demands. At the moment, the MISC focuses on five industrial sectors which are Energy, Construction, ICT, Marine and Hospitality & Tourism, at which MISC Working Group (MISC-WG) have also been set-up and led by industry players and regulators. Under the MISC, the MISC-WG from all five sectors are expected to identiy critical occupations which are highly demanded and to develop its competency framework and standards that the respective industry requires.

ii. Continuous Education & Training (CET) Program
A collaboration between the MPEC Secretariat and training institutions with the aim to generate job-ready and competent locals aligned to the industry demand as well as to increase localisation in the releveant sector.

iii. SkillsPlus Program
SkillsPlus is an intiative under the Learn and Grow Program by the MPEC, in collaboration with the Lifelong Learning Centre (L3C), Ministry of Education, that provides funding assistance to local jobseekers and employees in the private sector including freelance workers to reskill and upskill themselves by taking short courses.

Who are the stakeholders of the MPEC?

The MPEC is working closely with key stakeholders in both the public and private sectors such as all Ministries, Public and Private Training Institutions, Regulatory Bodies, Industry Players and also other relevant parties. The MPEC shall continue to collaborate with these key stakeholders, in order to achieve its vision to ensure "Effective Manpower Planning with Alignment to Employability and Employment", towards addressing unemployment in Brunei Darussalam.

What is JobCentre Brunei?

JobCentre Brunei (JCB) has officially begun its operations on 11th January 2017 and is open to all jobseekers and companies. JCB strives to be a "One-Stop Career Centre" where local jobseekers may utilize available services to help improve their employability and marketability in the job market and where private companies may use its facilities for their local recruitment process.

The objectives of its establishment are to provide a platform for local jobseekers to apply to vacancies and to access services available to increase employability and marketability. As for employers, act as a facilitator to assist employers in meeting their manpower needs.

How can I register as a Jobseeker in the JCB portal?
You must first create your e-Darussalam account. Click here to open the e-Darussalam, registration page. After your e-Darussalam account has been activated, login to the JCB portal via the Jobseeker button at the JCB homepage to begin the registration process. Why do I need to register with e-Darussalam to use the JCB portal?

An e-Darussalam account is your national authentication ID that can be used to access a multitude of e-government services that are available online, which includes JobCentre Brunei. New JCB registrations will require a valid/ activated e-Darussalam account.

A JCB account will allow you to start applying for available Jobs/ Training that are posted in the JCB Portal.

What is the process when a Jobseeker applies for a job?
Below are the steps that shows the process of recruitment within the JCB Portal:

  1. Jobseeker applies for the job.
  2. Jobseeker gets shortlisted for the Job.
  3. Employer will schedule/ reschedule an interview with you via the system*
  4. After the interview has been conducted, if you are successful, your application status will change to Hired.
  5. You have to then choose to Accept or Reject the job offer. If you accept, your application status will change to Accepted. If you reject, then your application status will change to Rejected.**
  6. You will be contacted accordingly by the employer on the details of your contract/ work.
*Kindly be informed that employers may contact you directly via email/ phone instead of notifying through the JCB system.

** If you are rejecting the job offer, you will be prompted to provide a reason why you rejected the offer.

I am a new user to JCB and I managed to register with the JCB portal. How do I activate my account?
Once you have submitted the registration form successfully, your account status will automatically change to "Under Review". The JCB Administrator will review your account, and if there are no further changes needed to the profile, we will pactive your account accordingly.

My Account status is "On-Hold". What should I do?
Please ensure you have filled in all the mandatory fields and re-upload mandatory documents in the profile account details. Login to your profile account and click on Profile. Update and upload all the required information and documents, and click Submit.

Your account status will be change to "Active" if your account was active in the previous system; or "Expired" if your account was expired in the previous system.

If your account status shows as "Expired", please contact the JCB Administrator or JCB Hotline (+673 8239933) to request for re-activation.

Your profile account is being reviewed by the JCB Admin. If there are no further changes to the profile, we will proceed to activate your account accordingly.

My Account status is "Rejected". What should I do?
We want to help you increase your chances in getting a job. Therefore, the information in your profile needs to be complete. Rejection usually happens when:

  • You have input "OTHERS" in education in the dropdown, you have your course, institution and qualification listed.
  • You have uploaded wrong/ outdated certificate, passport photo or IC.
Please ensure to check your profile notifications/ email for comments provided by the JCB Administrator on why your profile was rejected. Amend the relevant information accordingly for further review by the JCB Administrator.

Where can I find available training?

What is Criteria Matching?

Criteria Matching is a new feature that shows how much of your profile matches to the jobs posted, based on Education, Skills, and Course. This would allow you to identify and 'match' to apply for jobs that are relevant to your background.

How do I update my education, skills, and course information?
Simply login to your profile account, and go to Edit Profile.
  • Use the Quick Links on the lft pane to navigate to the Education form.
  • Update the details where required, and click submit.
  • Your profile will be updated accordingly.

How do I apply for a Job?
In order to start applying for jobs, your profile account must first be activated. Only Active accounts can apply for jobs or training.
